Considerable efforts and costs are allocated by industries – both in terms of resources and external costs  - in preparing proposals for  Requests for Quotations ( RFQ) and Invitations to Tender (ITT) issued by different public procurement authorities. ​These Proposal and Tendering activities can be quite laborious and increase the costs of the G&A overhead budgets and/or lead to reduced productivity of the direct cost workforce of these companies.
​Experience has shown that for many companies the rate of success in winning new contracts is often below expectations. Detailed requirements expressed in the statements of work are not always properly understood, erroneous breakdown of resources,  misjudgements on industrial return assessments, lacking involvement of SME companies, incomplete risk assessments / register  and major shortcomings in the costing data and forms are often the reason for firms not winning the contract action.
